- Installed Accesses is composed by fixed accesses that have what is necessary to be in service.
- Accesses in Service are installed accesses that are available to the users, including the Terminal Use Public ( TUP)

On Dec/05 the density of fixed accesses in service were 21.5 per 100 inhabitant. The concessionaires had 84% installed accesses and 94% accesses in service. (More Details).

The number of Fixed accesses installed began to run apart from the number of fixed accesses in service in 2000 according to the number of wireless fixed accesses (WLL) installed by mirror operators. According to Anatel there were 6.26 millions wireless fixed accesses in 2003, only 770 thousand were in service.
