- Accesses in Service are installed accesses that are available to the users, including the pay phones

The number of Fixed accesses installed began to run apart from the number of fixed accesses in service in 2000 according to the number of wireless fixed accesses (WLL) installed by mirror operators. According to Anatel there were 6.26 millions wireless fixed accesses in 2003, only 770 thousand were in service.
