Portability in Latin America

 

Mexico since July/08

 

Portability became available to users of fixed telephony in Mexico in 07/05/08. After that, in the following week, more than 7 thousand requests were made by users of fixed and mobile telephony.

 

The adopted model was of a Data Base Administrator (ADB) that will be responsible for the management and integrity of the base, communication of the changes to providers and coordination of database synchrony.

 

Since the moment when a user make a portability request to a new provider until the conclusion of the process, the former provider can't perform action for subscriber recover.

 

The deadline to the portability process is 13 days, from the user's request. The transition period, without user service, can't exceed 30 minutes in 95% of cases and must be always less than 120 minutes.

 

 

Colombia since 2012

 

The Colombian Congress approved in May/08 the implementation of Number Portability in the country in 2012.

 

 

Ecuador

 

In 05/23/08, the Ecuadorian Constituent Assembly approved number portability for the country and set a deadline of 120 days to CONATEL to regulate the implementation.

 

 

Peru since 2010

 

According to the law 28.999 of 04/04/2007, portability for mobile services in Peru will start from January 1st 2010.

 

 

The United States

 

In the United States is possible to switch operator and keep the same phone number. The portability for fixed telephones exists since 1999 and since November 2003 for cellulars.

 

In 2007, FCC extended number portability to VOIP subscribers.

Europe

 

All the countries of the European Union are obliged to have number portability, according to a Universal Services Directive (2002/22/EU).

 

 

Spain

 

Presents the portability numbers in Spain in 2006, 2007 and 2008.

In Spain, the number of ported numbers is much bigger among mobile phones.

 

Among Spanish cellulars operators, Orange (third in mraket share) is the one which is losing more cellulars.

 

 

Portugal

 

Number Portability started in Portugal on June 2003. The following presents the portability numbers in Portugal.

Portugal has 14.9 million of cellulars and 4.1 million of wireline telephones (2008).

 

 

Japan

 

Portability for cellphone numbers was introduced in Japan in 10/24/06 and helped to stimulate the competition in the country.

 

The main cellular operator in Japan lost market share in 2007.

Korea

 

Number Portability was introduced in Korea in 2003 for fixed telephones and in 2004 for cellulars. An analysis of the Korean Ministry of Information and Communication (MIC) presents the following conclusions:

  • The number of ported cellphones is bigger than the number of wireline telephones.
  • The major operators aren't the ones that are losing more with portability.

In the accumulated of 2003 until November/2007 were ported 23.9 million of cellphone numbers and 1.6 million of wireline telephones. In 2007 there were 43 million of cellulars and 23 millions of fixed telephones in Korea.

 

In the wireline telephony, in 2007 (from January to November) only 30.9% of the ported numbers were from KT, main operator, which had 86% of fixed telephones.

 

In cellulars, the main operator (SKT) has the biggest number of ported cellphones, but the company stake in the total of ported numbers (39%) is lower than the its market share (51%).
