Conversion of Pulse to Minute
The concessionaires of local fixed telephony ( Telemar, BrT, Telefonica, CTBC and Sercomtel) will begin in March of 2007 the change in the charging of local calls between fixed telephones. These calls won't be charged per pulse and will be charge per minute.
These operators available in 03/31/2007 a relation of localities in which the charge per minute will begin between March 1st and July 31st of 2007.
In the localities not included in this relation, the local calls to fixed telephones that will exceed the monthly charge won't be charged from March 1st of 2007. From August 1st of 2007, the operators could begin to charge in these localities, although, they must publishe the intention 30 days before.

The users will be charged per minute and will be able to choose between the following alternatives:
- Basic Plan
- Alternative Plan of Obligated Offer (PASOO)
- Other alternative plans offered by operators
The following table present a comparison of Basic Plan per pulse (actual) and the new plans per minute ( Basic and PASOO).

The following figure presents a comparison of cost of a local call per minute to the plans presented in the table above.

Note: The simulation use the values of pulse (R$ with taxes) of Telefonica in São Paulo.
The main conclusions are:
- The Basic Plan (minute) presents lower costs to calls of lesser time, but the value of minute is bigger than in the PASOO. Most part of the calls has less than 4 minutes (Medição da Anatel).
- The Alternative Plan (PASOO) presents lower costs to calls of long duration (more than 3 minutes). The PASOO presents a cost similar to the plan per pulse charging of a tax in the beginning of the call (equivalent to 4 minutes) and a lesser cost per minute in relation to the Basic Plan.
