Readjustment of Fixed Telephony Rates
Index of Telecommunication Services (IST)
Since 2006, IST readjustments the concession contracts of fixed telephony and Industrial Exploration of Dedicated Line, networks remuneration of Personal Service Mobile (SMP) and Service of Commuted Fixed Telephone (STFC).
In 01/02/2012, Anatel updated the structure of prices associated to the Index of Telecommunication Services (IST).

Readjustment 2011
Anatel published on 12/21/2011 the new costs for fixed telephony basic plans. For Telefônica, CTBC Telecom and Sercomtel, it was used teh period from July/2010 to July/2011 the make the calculation. For Oi and Embratel, the period used was from July/2010 to August/2011.
The maximum readjustment in local calls (composed by the basic subscription and local minute value) and long distance (national) reached 1.954% for Telefônica, CBC Telecom and Sercomtel. For Oi and Embratel, the value hit 1.969%.

Anatel uses a productive factor in the readjustment formula of basic plans. This factor, denominated X Factor, is the gain gotten from the use of new production technologies and news methodologies in fixed telephony that, according to Anatel's regulation, is shared with the clients.
The X factor for Telefônica, CTBC and Sercomtel reached 0.03284. For Oi and Embratel it hit 0.03591.
Anatel decided to update to R$ 0.125 the value of the credit for pay phones. The card containing 20 creditc for use in "orelhões" (pay phones), for example, will cost R$ 2.50, taxes and social contributions included.
For local services, the incumbents Oi and Telefônica proposed linear readjustment for all the intems (subscription and minutes). The proposals made by CBTC Telecom and Sercomtel kept unchanged the values of subscriptions and requested readjustment of 10.68% in the minute value.
2010 Readjustment
Anatel authorized the readjustment of 0.98% for long distance tariffs of Embratel's basic plan for calls originated or made to cell phones. However, these new values aren't applied to calls from TIM and CTBC Celular's clients.
The readjustement for VC-2 tariffs, applied in calls between localities that have the same first digit of the area code, for example 21, 23 or 27 and VC-3, between localities that have different number as the first digit of the area code, for example 21, 52 or 71, considering the variation of the "Índice de Serviços de Telecomunicações - IST" (5.07%) from May/08 to June/09 and the average Factor X 2008/2009, of 3.9%. 2009 Readjustment
The table below indicates the readjustments of the local tariffs for fixed telephones, authorized by each incumbent. In the calculations were used the average Factor X 2008/2009, of 3.9%, and the variation of the Index of Telecommunication Service (IST) from May/2008 to June/2009, of 5.07%.

Credits for Payphone
The value of the credit to be used in payphones increased from R$ 0.1215 to R$ 0.1225, with taxes and social contributions, what represented 0.82% readjustment. This value is unique in the whole country.
Long Distance
The readjustment for National Long Distance (LDN) can't overcome the index established by Anatel, 0.9767%, in the average between the 16 taxes levels.
Anatel's director council approved on March 11th, 2009 the readjustment of 2.89% for the basic plan (VC-2 and VC-3) owned by Embratel.
On 09/30/2009, Anatel approved the readjustment of 0.40034% in the tariffs of Embratel's basic plans for National Long Distance (LDN) and International (LDI). |
2008 Readjustment
The IST accumulated in the year (Jun/07 - May/08) was 4.46%, lesser than IGP-DI (12.14%) e o IPCA (5.58%). However, it was bigger than last year (2.89%).
IST of 4.46% will be base for the readjustment of the rates for fixed telephony in July. To this index applies as a reducer the Factor X, which represents the gains in productivity, and a sharing coefficient.
Anatel defined the Factor of transference X for 2008 in 0.02920 (act 4.197 of 07/16/08) and also released a new resolution for the methodology of Factor X counting (Res. 507 of 07/16/08).

The readjustment for local services is linear to subscription and minute.
The value of credit to use of TUP (Public Telephone Use) was readjusted for R$ 0.1215 with taxes (a single value for the whole country).
It was established that 07/22/08 will be the new date for future readjustments.
The readjusted values were homologated by the acts 4.289 and 4.288 of 07/21/08. The Act 4.290 homologated the values for fixed-mobile calls.
In 09/25/08, Anatel approved the readjustment of 1.1572% in the rates of basic plans for National Long-Distance (LDN) and International (LDI) of Embratel.
2007 Readjustment
The IST accumulated in the year (Jun/06 - May/07) was 2.89%, lesser than IGP-DI (4.38%) e o IPCA (3.18%).
The readjustment index for fixed telephony rates of Jun/07 is lesser than 2.91%. To this index is applied the Factor X as a reducer, which represents productivity gains, with a 50% sharing coefficient. Anatel published these values in 07/18/07.

The readjustments for local services is linear for subscription and minute. According to Telesíntese, Anatel and operators set an agreement to postpone to October the application of the readjustment value charged for exceeding minute. This decision aims to prevent that the effects of readjustment are mixed up with the changes in telephony bills due to the transition from pulse to minute.
The value of credit for the use of TUPs (Public Telephone Use) was readjusted in 2.16% - being R$ 0.1185 with taxes. (a single value for the whole Brazil).
It was established that 07/18/07 will be the new date for future readjustments.
Fixed-Mobile
Fixed mobile calls were readjusted (VC1, VC2 and VC3) according to the following table:

Readjustment - were considered IGP-DI (Dec/04 to Dec/05) and IST (Jan/06 to may/07) that accumulated 5.6%.
2006 Readjustment
The readjustment of fixed telephony rates of Jun/06 was published on "Diário Oficial da União" in 07/11/2006.
The readjustment index considered is of 0.61% gotten by the composition of the IGP-DI from Jun to Dec/05 (-0.75%) with IST accumulated from Jan to May/06 (1.37%). To this index applies Factor X, which represents the productivity gains, with 50% of coefficient share.

The value of the unit rate for TUP (public telephone) is R$ 0.1160 with taxes, fixed price to national territory.

2005 Readjustment
Anatel announced in 06/30/05 linear readjustment of 7.27% on local rates STFC, due to the 1% reductor. Local STFC services is composed by Subscription, Habilitation and Pulse.
National Long Distance (LDN) calls will have 2.94% increase in function of 5% reducing on the inflation, and to International Long Distance (LDI) the index will be 7.90% negative according to 15% reducing.
The readjustment is because of IGP-DI application( Fundação Getúlio Vargas/FGV), contracts official indexador, that registered 8.36% accumulated bettween June 2004 and May 2005.

Telemar

Anatel, through Resolution nº 432, from 02/23/2006, postponed per 12 months the date of rate implantation per minute.
