Rankings, Vivo's Concession and more

Rankings

E-GOV services (Issuance of bills and licenses, Process consultation) and Cameras are present in more than 70% of the 326 municipalities with more than 100 thousand inhabitants, according to the Ranking of Cities with Smart Services, which evaluated the existence and use of 28 services.

Uberlândia was ranked first in the 2024 Ranking. It has 26 of the 28 services analyzed.

The awarding of this Ranking and the Ranking of 5G Friendly Cities took place last week, in a ceremony at the Ministry of Communications, which was attended by the Minister, a representative from Anatel and other entities.

These Rankings have been prepared annually, since 2016, by Teleco for Conexis.

The highlights of the Ranking of 5G Friendly Cities, as they are more compliant with federal legislation regarding the authorization to install infrastructure for 5G networks, were:

  • Arapongas (PR): 1st place in Brazil and in the South Region
  • Uberlândia (MG): 1st place among cities with more than 500 thousand inhabitants.
  • Açailândia (MA): 1st place in the Northeast
  • Rio Branco (AC):1º place in the North
  • Muriaé (MG): 1st place in the Southeast
  • Jataí (GO): 1st place in the meddle-west

 

Vivo:  Termination of the Concession Agreement

Vivo, Anatel and Federal Court of Accounts - Brazil (TCU)​ reached an agreement to migrate from fixed telephony concession to the authorization regime, which comprises:

  1. The closure of all administrative and judicial proceedings regarding the Fixed Telephony Concession in progress before ANATEL and/or respective courts;
  2. The withdrawal of the arbitration proceeding filed by the Company against ANATEL;
  3. The assumption by the Company of commitments aimed at the public interest to be carried out within a period of up to 10 years;
  4. Guarantee of maintenance of fixed telephone service in certain locations until 2028.

According to Teletime, commitments in counterparts and investments would total R$ 4.5 billion, half of which would be for backhaul expansion and the remaning part for expanding mobile coverage.

Unlike Oi, which will still go through arbitration and needs to reach an agreement with the Advocacy General of the Union (AGU) regarding fines, Vivo reached a complete agreement.

 

5G

  • The 3.5 GHz band was released for 5G in a further 236 municipalities, becoming available in 4,134 municipalities (88.6% of the Brazilian population).
  • Ericsson (54%) and Huawei (44%) account for 98% of the cell sites in Brazil (Anatel).

 

Results 1Q24

Compared to 1Q23, 1Q24 revenue grew:

  • +10.8% at Ligga
  • +3% at Alloha Fibra
  • -19.1% at Telebras

 

Desktop and Oi stocks

  • News published on the NeoFeed Portal “Vivo negotiates purchase of Desktop internet provider” may have been one of the reasons for DESKTOP's share to have shown a gain of 14.4% in the week.
  • Oi's ON share lost 6.3% in the week and the PN lost 1.1%. Ibovespa lost 3%.
  • Oi's ON share showed a loss of 7.8% in the year while the PN gained 9.2%.

 

More Highlights

  • Competitive Companies (PPPs) in Rio Grande do Sul are demanding financial assistance for affected companies through Fust (Telecommunications Universal Fund) resources. There are 94 providers in 149 municipalities with at least 220 thousand customers affected by the flood.
  • The conclusion of the analysis of the new joint Anatel-Aneel resolution regarding the sharing of posts was postponed due to a request for views from the President of Aneel.
  • Anatel appealed the injunction that ordered it to grant prior consent for the change in control of Surf Telecom.

Eduardo Tude

President and partner at Teleco (consultancy company), works since 2002 as analyst of Telecom market, coordinating consulting projects, publishing weekly articles, preparing sector reports and presenting workshops.

Telecom Engineer (IME 1978) and MSc. in Telecom Engineering (INPE 81), Tude is member in the Mobile World Congress’s judging commission for the Global Mobile Awards, in Barcelona, and was also a visiting specialist professor at Unicamp.

Tude had many positions in the management of Telecommunication companies in areas like Mobile Systems (Ericsson), Optical Networks (Pegasus Telecom) and Satellites (INPE).
