Mobile leaders in 3Q25

The mobile market leadership picture in 3Q25 showed no change compared to the previous quarter, with Vivo leading in seven (7) of the eleven indicators and Claro and TIM in two (2) indicators each.

Note: The analysis considers operators Vivo, Claro, TIM, Algar and MVNOs.

In 2007, Teleco began monitoring the performance of mobile operators in Brazil, measured through indicators, which began to be reviewed annually from 2014 onwards. In 2019, a new indicator was introduced: postpaid growth without M2M.

In 1Q20, data revenue indicator was excluded, since data already represents more than 80% of net service revenue. Since 2Q20, Claro is considered with the incorporation of Nextel. In 2Q20, the postpaid market share indicator was replaced by the postpaid non-M2M indicator and the order in which the indicators were presented was changed. In 1Q22, 4G market share indicator was replaced by the 5G market share indicator. In April/22, the sale of Oi mobile to Vivo, Claro and TIM was completed, in accordance with the division agreed between the parties.

Brazil ended the third quarter of 2025 (3Q25) counting 268.2 million mobile accesses, registering growth of 5.2 million over 3Q24.

The results for each of these eleven indicators in 3Q25 are presented below.

 

1) Mobile Market Share: Vivo's the leader

Vivo, Brazil's largest mobile operator, ended 3Q25 holding almost 103 million cell phones but lost market share (38.4%). Claro gained m. share (33.3%) and TIM kept stability in 3Q25.

 

 

Brisanet closed 3Q25 holding 701 thousand mobile accesses and Unifique got 211 thousand.

Among authorized MVNOs, Arqia kept the market share leadership (1.2%) by holding 3.2 million followed by Surf (2.7 million).

 

 

The table below show leaders by region, federation units and area codes in 3Q25. Vivo lost the leadership inside area codes 15 and 17 to Claro.

2) Mobile Growth: Claro kept leading net adds in the quarter

Claro, once again, led mobile growth in 3Q25 with net additions of 849 thousand mobile accesses. Vivo (500 thousand) and TIM (425 thousand) come next.

Claro also led postpaid (1.5 million) but presented negative prepaid net additions (-0.6 million) along with Vivo and TIM.

 

3) Prepaid Market Share: Vivo leads it

Vivo is the leader in prepaid market share (34.3%) but has been losing market share since 4Q24. Claro (32.5%) also lost market share in the quarter while TIM (31.3%) gained it.

 

 

Vivo, TIM and Claro continued to present negative net adds in the prepaid segment. On the other hand, MVNOs led hrowth by holding net adds of 178 thousand, being 1NCE responsable for 90 thousand and Surf Telecom for 74 thousand of these net adds.

4) Postpaid Market Share without M2M: Vivo kept the leadership

Vivo kept postpaid leadeship without M2M terminals but lost market share (42.7%) along with Claro (34.0%) and TIM (21.1%).

 

 

Among small operators, Brisanet (0.6%) and Surf (0.5%) gained market share in the quarter.

This scenario presents few changes when we include M2M terminals.

 

5) Postpaid Growth without M2M: Vivo led it

Vivo was the leader in postpaid net adds without M2M in 3Q25 (0.7 million), followed by Claro (0.6 million) and TIM (0.4 million).

 

 

6) M2M Market Share: Vivo's the leader

Vivo (36.0%) kept the leadership in market share of M2M terminals in 3Q25. Claro (32.8%) and TIM (13.5%) gained market share in 3Q25.

 

 

TIM held 13.1% market share in 2Q25 inside this segment, but it's Arqia's origin provider which has 6.1% of M2M market share and Surf's (2.4%).

In 3Q25, M2M was composed by 23.9 million Points of Sale (credit card machine) and 28.5 million M2M for IoT.

Vivo (44%), Claro (39%) and TIM (15%) dominated the Points of Sale market while, in the M2M market for IoT, the group of Authorized MVNOs had a market share of 22%.

Claro led in net adds of Points of Sale (733 thousand) and Algar led M2M for IoT (317 thousand) in 3Q25.

 

7) 5G Market Share: Vivo led it

Vivo (40.3%) kept the leadership in 5G market share in the quarter but lost market share to Claro (35.4%) in 3Q25. TIM has been losing market share since 4Q24.

8) Mobile Net Revenue: Vivo in the leadership

 

 

Vivo remained in the leadership in mobile net revenue holding R$ 10.6 billion in 3Q25, followed by Claro (R$ 7.8 billion).All providers increased their mobile revenue in this quarter.

9) Growth of Mobile Services Net Revenue: Claro led it in the quarter

Claro led the growth of mobile services net revenue again in 3Q25/3Q24 reaching 8.3%.

 

 

10) ARPU: TIM is the leader

TIM kept the ARPU leadership (R$ 33.1) in 3Q25. Claro (R$ 27.0) kept stable ARPU.

11) Coverage: TIM leads it

TIM kept the leadership by covering 100% of the population. Claro (98.3%) comes second before Vivo (98.1%). Brisanet (4.4%) and Unifique (1.5%), that started to operate in Feb/24 and Sep/23 respectively, have the same coverage in 4G and 5G.

 

 

TIM was the leader in 4G coverage (100%) and in 5G (66.7%). Vivo led 3G coverage (97.5%) and Claro led 2G (95.5%).

TIM led also the total of covered cities regardless the technology (5,570), followed by Vivo (4,946) and by Claro (4,723). Brisanet covered 144 cities and Unifique 91 in 3Q25
