Punishment applied by Anatel and Oi's base cleaning in São Paulo drove to low cellular growth in July
The punishment applied by Anatel, suspending part of cellular sales of TIM, Claro and Oi, on July 23rd 2012, contributed to reduce cellular growth in Brazil in July. Net adds of 280 thousands subscribers were the smallest since Jun/06, when Vivo cleaned its cellular base.
The impact was felt mainly in the prepaid segment which registered negative net adds (-266 thousand accesses). On the other hand, postpaid net adds in Jul/12 (545 thousand) were bigger than in the previous month (456 thousand).
Vivo, that wasn't punished, was the leader in total net adds and prepaid, followed by Claro. TIM and Oi presented negative net adds.

The sales suspension during nine of the thirty-one days of July had a strong impact on TIM's net adds inside the prepaid segment. TIM presented negative net adds in nineteen states where it was punished. Net adds of -437 thousand prepaid mobile accesses gotten inside these states were made up for in part by the net adds registered inside the states where the carrier wasn't punished, mainly in São Paulo (74 thousand) and Santa Catarina (23 thousand).
By this negative result, TIM lost the market shares leadership in prepaid which had conquered in March/12. TIM's advantage of 330 thousands prepaid subscribers over Vivo in Jun/12, turned out to be an advantage of 319 thousand in Vivo's favor in Jul/12.

But not only the punishment imposed by Anatel contributed for the low growth in the month. Oi showed negative net adds of -354 thousand prepaid accesses in São Paulo, state where the carrier didn't have sales suspended, due to a possible base cleaning initiated in the previous month. Net adds in five states in which the operator was punished (Amazonas, Amapá, Mato Grosso do Sul, Roraima and Rio Grande do Sul) and that together represent 5.7% of Oi's base, were positive (26 thousand prepaid subscribers).

Claro, which had sales suspended in three states (São Paulo, Santa Catarina and Sergipe), registered positive prepaid net adds in São Paulo (46 thousand), but inferior to the ones gotten in Jun/12 (122 thousand). However, in Santa Catarina (-29 thousand) and Sergipe (-8 thousand) prepaid net adds were negative.
The competition continues to be strong in postpaid. Oi led net adds, but dropping 33% in net adds in comparison with the previous month.

Vivo, TIM and Claro presented growth in the net adds of the month over Jun/12.
Brazil ended July with 256.4 million cellulars and density of 130.5 cell./100 inhab. The net adds accumulated in the last 12 months reached 36.1 million mobile accesses.
The low growth shown in July won't be repeated in August, because Anatel liberated sales on August 3rd. It's important to say that the increase of churn, part caused by the base cleaning promoted by the operators, had an important role in the low growth observed since June 2012.
