TIM and Claro have alternated in the second position of the cellular market share ranking in Brazil, in the last 10 years (more details).
The last alternation happened in the 3rd quarter of 2011 (3Q11), when TIM reached the second position in cellular market share in Brazil.
In the last 12 months, TIM amplified the market share for 26.8% and Claro's market share dropped to 24.5%.

The difference between both operators, which almost didn't exist by the end of 2T11, increased to 6.0 million mobile accesses in 3Q12.

In this period, TIM not only amplified the advantage over Claro in prepaid to 8.4 million but also reduced the difference from Claro in postpaid to 2.5 million.
In a scenario of smaller growth of cellular, like the one designed in 3Q12 (more details), it get harder for Claro to decrease the difference to TIM.
The indicators (ARPU, MOU and Churn) presented by both carriers weren't always close one from the other.

TIM overtook Claro in ARPU and MOU.

Claro's smaller ARPU can be part explained by not including the revenue from long distance which goes to Embratel, that's the opposite of what happens with TIM, Vivo and Oi.
Claro's MOU increased 14% in 3Q12 and TIM's grew 9.4%.

Both carriers have shown similar churn in the previous quarters, but Claro managed to reduce month churn in 3Q12 to 3.4%.

TIM's best performance becomes more striking when we compare the net revenue gotten for both companies. TIM's net revenue increased from R$ 3.5 billion in 1Q11 to R$ 4.5 billion in 3Q12, while Claro's remained stable in R$ 3.0 billion.

In other words, TIM's performance was superior than Claro's in the last quarters, amplifying its market share and revenue.
It's difficult to find what caused Claro's worst performance along this period. The operator presented, for example, net adds of 62 thousand mobile subscribers inside postpaid segment in the first nine months of 2012, against 957 thousand reported by TIM.
Claro's best position in 3G by the launch of HSPA+ and the coverage in 1,045 cities, against 567 covered by TIM, seems that aren't producing results in the growth of postpaid base, ARPU and revenue.
