Claro and Vivo are mobile broadband leaders in Brazil
Brazil ended March counting 68.3 million mobile broadband accesses, being:
28.6% of the cellulars in Brazil are mobile broadband accesses. Details abot this data can be found in the Huawei Whitepaper on Mobile Broadband.
To evaluate the mobile broadband leaders in Brazil, Teleco selected the following indicators.

Claro and Vivo are mobile broadband leaders in Brazil according to these indicators that area analyzed below.
Total of Mobile Broadband Accesses: Claro leads
Claro is the market share leader in mobile broadband in Brazil. The carrier ended the first quarter of 2013 (1Q13) counting 28.0 million accesses, followed by Vivo (17.5 million), TIM 15.1 million) and Oi (7.1 million).
According to Anatel's definition, The number of mobile broadband accesses is gotten by adding accesses via 3G handsets plus broadband data terminals. M2M data terminals aren't included in this count.
The leadership in 3G handsets, which represent 80% of the mobile broadband in Brazil, assured Claro this result.
Accesses via 3G handsets: Claro is first in converting GSM to 3G
Claro is the operator, among the four main cellular carriers in Brazil, that is the most developed in the process of converting GSM handsets to 3G inside its base. From the total of access via Claro's handsets (excluding data terminals) 42.6% are 3G.
Claro leads in the total of 3G handsets counting 25.9 million in 1Q13, followed by TIM (14.4 million), Vivo (14.3 million) and Oi (6.3 million).
We should emphasize that 58% of CTBC's accesses via handsets are 3G, even though the operator isn't included in this evaluation.
Accesses via 4G Handsets: Claro is first
Claro is first in launching 4G in Brasil and in 1Q13 it had 14.7 thousand accesses via 4G (LTE) handsets in Brazil.
Market Share of Broadband Data Terminals: Vivo is the leader
Vivo is the market share leader in broadband data terminals (modems) reaching 47.4% of market share in 1Q13, followed by Claro (29.3%), TIM (11.2%) and Oi (10.9%).

Data Revenue: Vivo is first
Vivo leads data net revenue reaching R$ 1.6 billion in 4Q12. Claro and Oi don't report this indicator.

In 4Q12, data revenue represented 28.6% of Vivo's services reenue against 20.5% reported by TIM.
3G Coverage: Vivo covers more cities than the total of all the other three operators together
Vivo is the leader in 3G coverage, covering 3,121 cities (86.4% of the population) in Mar/13.
