Cellular Prices and Rates
This page: Cell Phone's structure and rates: local calls (VC1) and long distance calls (VC2 and VC3). Interconnection Rates (VU-M). |
Local Calls (VC1)
Cell phones: local or register areas, are difined by natinal codes ( DDD)
It is considered local and will pay value of Communication 1 (VC1) the telephone calls that are in the same local area (same DDD). This calls could be:

When the cellular is out of local area where it is registered ( area register) it is necessary to pay an additional call ( AD)

VC1 has the value defined per minute and charged in units of 6 seconds. It is only charged those ones with duration up to 3 seconds. Calls with 3 to 30 seconds are charged as 30 seconds (initial tariff time).
VC1 values are difined in many services plans offered by operators. There are two kinds of service plan: Pre-paid and pos-paid.
VC1 originated cellular calls prices are free, according to the competition betweeen operators. The same thing don't happen with VC1 originated fixed telephone calls whose values follow Anatel's readjustment.

The user can choose the operator to long distance calls, so, the prices of these calls is defined by the Market. As reference, Anatel available
a comparison value system considering just the basic operators plan in : SIPT (in portuguese)
Fixed calls VC-2 and VC-3 -> Mobile
The concessionaires: Telemar, Brasil telecom, Telefonica, CTBC, Sercomtel and Embratel have the following maximum values of VC2 and VC3 ( without taxes) to Long Distance calls originated from concession area, homologated by Anatel in July/ 2007.

Interconnection (VU-M)
The remuneration value of SMP network use- VU-M remunerates a SMP operator, per unit time, by it network use. VU-M is agreed through a free negotiation between operators. Readjustment deadline is february. In 2006 operators of fixed and cellular telephony didn't decide the readjustment price. In 06/10/06 Anatel published a new regulation with the following modifications:
- It established that: will have interconnection independently of the volume of changed traffic between Operators (Full Billing) finishing with billing based in unbalancing traffic (45% - 55%) between cellular operators.
- Extended to VU-M discounting in reduced hour. Cellular Operators will have to give to fixed telephony concessionaires the same discounting of 30% in the VU-M granted to the consumer in the SMP destined calls, in the hours of reduced rate.
- Established to Anatel: to fix a Reference value to VU-M (RVU-M) that will be used until the Operators of fixed and cellular telephony get at an agreement.
Anatel increased from R$0.10 to R$ 0.16, the value paid to mobile operators for long distance calls from cell phones.
In July 2007, mobile and fixed operators reached an agreement to give to mobile operators 68.5% of the tariff charged from user for call fixed-mobile. By this, VUM was readjusted for one year.
In Jan/2010, Anatel, through a comission defined the values for VU-M to be paid by Oi to mobile operators.

GVT pays less VU-M
Based in the decision announced in Oct/07 by the 4ª Vara da Justiça Federal of Brasília, GVT started to pay R$0.2899 per minute, this value is almost 30% less than the one paid for the cellular operators that is about R$0.40. GVT will pay de difference.
